K&J led the research team that developed numerous FTA guidance documents. K&J provided leadership in facilitating the FTA Standards Development Working Group (WG) sessions task with assisting the FTA with the development of new Transit Industry safety and operating standards.

Developed the following Federal Transit Administration’s (FTA) Reports:

• Report No. 221 Rail Transit Agency Accident Investigations – Background Research
  
• Report No. 222 Transit Bus Investigations – Background Research
  
• Report No. 0203 Guidelines for Performing Rail Transit Agency Accident Investigations
  
• Report No. 0204 Effective Practices in Bus Transit Accident Investigations
  
• Guidance for Safety Certification of Electric Bus Fleets – Best Practices document to FTA

Provide Safety and Security Support Services by participating in an industry safety working groups, and conduct research on assigned topics to produce guidance documents for the FTA and Transit Industry:

• Moderated the CUTR/FTA Transit Working Group (WG)
  
• Researched and developed an inventory of proposed Safety Standards documents for FTA consideration as new standards. Research, Program Development
  
• “Compendium of Proposed Safety Standards” was published in the Federal Register in April 2016
