Safety and Security Certification

K&J has extensive experience applying FTA’s Safety and Security Certification (SSC) process to project development, ensuring that all practical steps are taken to integrate operational safety and emergency management requirements into Capital Improvement/Major Capital Projects (CIPs/MCPs), as well as the procurement of equipment, systems, and subsystems. K&J performs Preliminary Hazard Analyses (PHAs) and Threat and Vulnerability Assessments (TVA) to proactively identify actual and potential safety risks and security vulnerabilities as early as possible in the project life cycle, linking hazards, risks, and vulnerabilities with applicable project certifiable items, which are in turn capture and tracked on the various project Certifiable Items List (CILs).

Emergency Management

K&J excels at delivering customized and comprehensive emergency management solutions. Our team’s leadership, technical, and analytical expertise spans the spectrum of preparedness, mitigation, response, and recovery. We have assisted transportation agencies of varying sizes and complexities with planning, training, exercises, incident coordination, and after-action evaluations. Our many successful deliverables have included business continuity programs, workforce preparedness training, and complex Homeland Security Exercise and Evaluation Program (HSEEP-based) exercises. We also serve at the frontlines for our clients, directly coordinating across their local, state, and federal partners during emergencies and managing or staffing their Emergency Operations Centers (EOC).

K&J’s mastery of Emergency Management extends deeply into security operations, coordination, and administration. We develop sound threat assessments, protection policies, response protocols, and security awareness training based on rigorous emergency management principles. Fire Life Safety

K&J’s team of specialized and certified life safety, fire protection, risk management, and code compliance experts have supported agencies worldwide with developing, implementing, and managing comprehensive Fire Life Safety (FLS) programs. The Fire Life Safety group is made up of capable personnel with decades of experience performing a vast array of FLS activities, including:

  • Code and standards analysis on facilities and equipment
  • Risk assessments pertaining to fire and life safety elements of any project
  • Fire and event investigations
  • Fire and life safety Design Criteria and Performance Specification development
  • Assessing emerging technologies to best mitigate fire and life safety risks that do not yet have code or standard Basis of Design (BOD)

 

The team’s work encompasses everything from OSHA compliance, NFPA application and compliance, local, state and National Codes, to technical engineering analyses and the institution of fire safety programs in critical infrastructure sectors, such as transit authorities and the National Aeronautics and Space Administration (NASA).

Construction Safety and Security

K&J provides services related to construction-related safety and security activities concerned with protecting construction site workers from death, injury, disease, and other health-related risks (i.e., height, moving machinery, use of power tools and electrical equipment, hazardous substances, and excess noise, dust, and vibration), as well as protecting the tools, equipment, materials, workers, visitors, and the community (i.e., good lighting, cameras, securing tools/equipment, and security officers).

Safety, Security, and Emergency Management Training

K&J is known for its excellence in developing and conducting various training courses related to safety, security, and emergency management. K&J develops training courses that are not only discipline-specific but also client-specific. We will meet any client’s needs and continue to develop and deploy experienced, passionate instructions fluent in teaching.

Not only do we develop custom client training courses, but we also conduct them virtually, as well as classroom-proctored courses with handout materials. Many K&J staff are United States Department of Transportation (USDOT)/Federal Transit Administration (FTA)/Transportation Safety Institute (TSI) Instructors that teach regularly at transit agencies across the United States and internationally. 

Audits, Assessments, Inspections, and Investigations

K&J has extensive experience conducting safety audits, assessments, inspections, and investigations. Our highly qualified staff have assisted organizations of all sizes by performing internal audits, gap analyses, safety inspections, and incident/accident investigations, including developing root causes and suggested mitigation strategies. Often, we are called on for help following a significant safety event, and we take the approach of examining the safety systems in place that were designed to prevent such an occurrence. We also have extensive experience in conducting Threat and Vulnerability Assessments (TVAs) and other Risk-based Analyses. By examining and determining the strengths and weaknesses of the systems in place, K&J helps organizations improve safety and security and implement stronger management systems.

Cybersecurity

  • Tabletop Exercises (Design and Delivery) – K&J will work with clients to build custom tabletop exercises, designed to assess understanding and awareness of current processes and policies. Our team will provide feedback on your agencies response during the exercise, as well as suggest recommendations for areas of improvement, provide process and policy updates, and provide general software/system/vendor guidance to mitigate discovered deficiencies.
  • Cybersecurity Program Assessment – K&J will assess the maturity and effectiveness of an organization’s current cybersecurity program through review of documentation, review of published policies and procedures, and hold interviews with key stakeholders. We will provide feedback and recommendations for areas of improvement, provide process and policy updates, and also provide general software/system/vendor guidance to mitigate discovered deficiencies, as well as assist with the prioritization of desired program improvements.
  • Policy & Documentation Services – K&J can partner with organizations to review available documented policies and procedures and identify necessary updates to documents as well as recommend critical missing SOPs and policies. Our team will assist in the initial draft or edits/updates of original documentation.
  • General Cybersecurity Consulting Services – K&J assists agencies in the development of their Cybersecurity Program. We provide guidance to ensure program maturation. Our staff will recommend short-term/long-term program goals and capabilities with a high-level road map.  We provide benefit analyses for selecting vendors and partners to help the client organization achieve the desired state of program maturity.
