As directed by WMATA management, the study focused on the risks of STOVs themselves, the response to STOVs; how current response procedures mitigate risk; how the current response procedure compares with other agencies, and the risk-based recommendations on what WMATA’s guidelines should be.
  
• Performed a Radio Talk Group Analysis in support WMATA’s decision making process for considering a dedicated Radio Talk Group (RTG) approach to managing incidents. A Hazard Analysis/ Qualitative Safety Risk Evaluation (HA/QSRE) encompassing qualitative assessment methodologies was used for this task. K&J also assessed the technology available at the agency to help inform the decision-making process.
