Provide operations, security, and emergency management program management support for new Metro Integrated Command & Communication Center (MICC), a new consolidated and multi-modal operations center. The work has included overseeing the transformative enhancement of WMATA’s video capabilities (addressing challenges that to date have included the staffing, physical configuration, procedures, and training of a new Video Operations unit) and supporting the activation of the MICC as a whole through training and exercise development:

  • Discussion-based exercises in support of new control center activation
  • Standard Operating Procedures Development for new/expanded video monitoring and recovery capabilities

  • Performed an analysis of Station Overrun (STOV) events. As directed by WMATA management, the study focused on the risks of STOVs themselves, the response to STOVs; how current response procedures mitigate risk; how the current response procedure compares with other agencies, and the risk-based recommendations on what WMATA’s guidelines should be.
  • Performed a Radio Talk Group Analysis in support WMATA’s decision making process for considering a dedicated Radio Talk Group (RTG) approach to managing incidents. A Hazard Analysis/ Qualitative Safety Risk Evaluation (HA/QSRE) encompassing qualitative assessment methodologies was used for this task. K&J also assessed the technology available at the agency to help inform the decision-making process.
  • Supporting safety certification activities as part of the State of Good Repair (SOGR) renewal projects being performed on select Train Control Rooms (TCRs).
