Perform a Security and Emergency Management Preparedness Capabilities Assessment and an Operating & Support Hazard Analysis (O&SHA) for the City of Houston’s GO-METRO-Rail projects. The primary goals were to Assist METRO in identifying areas within the agency’s security and emergency management preparedness status/requirements that may need changing and or updating to adequately support the integration of the new rail alignments, LRVs, rail yards, maintenance facilities, and OCC. Also, ensure that all operating and support-related hazards are identified as early as possible in the construction process with recommended mitigations for METRO to consider before revenue service.

• Three new rail alignments (North, East, and South-east Corridors)
  
• Two (2) new Light Rail Vehicles (LRVs)
  
• A new Service and Inspection (S&I) maintenance facility with a rail storage yard located along the East Corridor
  
• An additional rail storage yard and administrative building located at the end of the South-east corridor
  
• The Rail Operation Center (ROC) maintenance facility, rail yard, and Traction Power Sub-station (TPSS) expansion
  
• An upgrade to the Operational Control Center (OCC) at the City of Houston’s TranStar facility
  
• An upgrade to the existing Redline to integrate the new alignments
