Provide a risk-based assessment and other services to support GCRTA’s consideration of adopting a “new” railcar operating mode that would modify the railcar’s operating characteristics via the use of a carborne Automatic Train Protection (ATP) Bypass feature. The new operating mode would make the ATP Bypass feature accessible to Operators and provide the ability to increase the train’s operating speed from 15 miles per hour (MPH) to approximately 25 – 35 MPH during instances where the ATP carborne system or wayside signal system is malfunctioning or not available. K&J performed a risk assessment of this activity.
