Performed a safety assessment of the incline railway. The assessment included:

• Maintenance
• Inspections
• Operations
• Training
• Roadway worker protection
• Emergency response/egress
• Reviewed incline railway o operations and maintenance documentation, exercise plans, after-action reports, and training records
• Assessed operations and maintenance practices
• Assessed the condition of incline railway systems including track, trestles, tow cables system, and incline vehicles
• Developed a technical report including findings, recommendations, observations, preventative maintenance schedules, and a high-level assessment of maintenance staffing sufficiency

Provide technical and subject matter assistance for the development of CARTA’s SMS program.

• Performed a SMS Gap Analysis
• Developed and presented two (2) 4-hour SMS training programs for supervisors, management, and executive leadership on the agency’s new PTASP
• Developed the SMS Implementation Plan
• Developed the Public Transportation Agency Safety Plan
• Developed the PTASP Transition Plan
• Developed the Multimodal PTASP
• Performed a high-level gap assessment of CARTA’s safety security, and emergency management programs
• Reviewed safety and security critical documentation

• Inspected the incline alignment and upper and lower stations
• Performed field verifications
• Developed SSEM Gap Assessment Report
