Power Operations Center Certification:
- A Category 1 Safety Certification for the Power Operations Center (POC), Project based on the WMSC-22-C0212
- For the power operations center, due to the non-compliance to the established switching order procedures, fluctuating staffing levels, and training concerns, identified improvements to the governing software to improve the overall safety of the switching order(s)
- Certification activities included: overall certification of the Power Operations Center, formulation of program training requirements, lifting of the current WMSC operational restrictions, expansion of the POC to a 4th desk, and verification of the proposed software to improve the overall safety of the switching process.

Silver Line Phase 1 Project:
- Oversee, assess, and document safety oversight, and verification of MWAA’s D/B certification program, and certification of WMATA’s deliverables.
Phase II Silver Line Project – Primary duties for WMATA SAFE include reviewing the contractor’s design and construction changes via Notice of Design Changes and Field Design Changes from an overall system criticality, safety, long-term inspection, and maintenance perspective. This work effort has led to identifying issues and suggesting potential project revisions to eliminate, lessen or mitigate the undesirable safety condition(s) identified. Additional responsibilities in the safety and security certification process for both Package A & B include project documentation reviews and updates; SSMP, SSCP, the project required Safety Certification Procedures, Certifiable Items List (CIL), one hundred percent verification of the Design Conformance Checklist, the Construction Specification Conformance (CSC), and the Systems Integration and Testing Conformance Checklists (SITC) via inspection of contract documentation to verify compliance with project specifications and criteria. Continued identification and review of Hazards and Vulnerabilities during the construction and testing process to ensure acceptable project resolution and incorporate any required additional mitigations. Verification of items within the Operational Readiness phase of the project to include: the Operational Readiness Conformance Checklist (ORCC) and the Operational Hazard Analysis (OHA). The ORCC and OHA checklists help to ensure WMATA is prepared to enter into Revenue Service. Staff developed the interim Phase 2 Verification Certification reports (SSCVR) for the WMSC/FTA/PMOC for review and comment and ultimately provide concurrence for WMATA to enter Revenue Service.

Automatic Wayside Inspection System (AWIS)
- This project encompasses the installation of seven (7) sites throughout the Metrorail System. The AWIS is comprised of two detectors: WheelScan® (wheel detection) and TBOGI-HD (truck detection). WheelScan is a wheel profile measurement technology from KLD Labs, Inc. Completed a Preliminary Hazard Analysis (PHA), Critical Items List (CIL), and Operations Hazard Analysis (OHA). An SCVR will be developed for each AWIS site. This project supports the 7000 Series Railcar Return-to-Service Project.

Revised and expanded the safety section of the Rail Activation Plan for the WMATA Metrorail Phase 2 of the Dulles Corridor Silver Line project.

Assessment of WMATA Rail Traffic Controller Program

K& J provided expertise in assessing the Rail Traffic Controller (RTC) training program at the Washington Metropolitan Area Transit Authority (WMATA). The training was revised to make it a highly efficient and productive training program, including a determination of the optimal training subjects, methods of delivering classroom and on-the-job (OJT) training and reduced the of overall duration of time consumed in training by six days. In addition, to delivering a revised training program, the K&J team provided forty-four recommendations to increase the overall safety and productivity within the ROCC.
