1:  A Threat and Vulnerability Assessment (TVA) was performed on selected Riverside Transit Agency (RTA) assets. This includes an Agency Capabilities Assessment in the areas of security and emergency management activities and an Information Systems, Technology and Controls Analysis.

The TVA’s overall goals were to:

  • Identify security related countermeasures to adequately protect RTA’s critical assets against actual and potential threats
  • Identify RTA’s current baseline regarding security and emergency preparedness activities based on FTA and DHS/TSA guidance
  • Compare RTA’s Information Technology (IT) hardware, software and IT operations against current industry IT best practices

The TVA’s objectives were to:

  • Provide RTA with a listing of critical assets
  • Present the likelihood of specific threats that may endanger bus operations and RTA assets, as well as listing recommended actions and security countermeasures to eliminate or mitigate/control such threats
  • Provide security, safety and emergency management related considerations for the agency’s “Design Guidelines for Bus Transit” manual
  • Provide a prioritized vulnerabilities and security countermeasures report which captures both operational and physical vulnerabilities
  • Provide a listing of recommended improvements to the agency’s operational capabilities in the areas of security and emergency management
  • Provide a listing of recommended improvements to the agency’s IT operations
  • Provide RTA supporting documentation to qualify for the State of California and DHS/TSA Transit Security Grant Program (TSGP) funding sources
