K&J developed Technical Training Plan (TTP) modules for the New York State Public Transportation Board (PTSB). The development of TTPs are required by the FTA under 49CFR part 672. The training is intended to provide technical training to SSO and contractor personnel to ensure they have the skills and knowledge needed to effectively carry out oversight activities. The TTP modules focus on Track knowledge, Rail Vehicle knowledge, Signals knowledge, Operating Rules, as well as Command and Control activities, as some examples.
K&J will continue working with the NY PTSB, through Vital Assurance assisting with implementation of the State Safety Oversight Program; initially to obtain final Federal Transit Administration certification of the New York State program. As requested, K&J assists with program and plan development, as well as, audits, inspections, incident investigation and follow-up as needed.
During 2018 K&J worked closely with Vital Assurance Limited assisting the New York State Public Transportation Safety Board to submit their final State Safety Oversight Program package to the Federal Transit Administration for review and certification. This process included K&J team site visits to the New York City Transit (NYCT) and Niagara Frontier Transportation Authority (NFTA) to conduct interviews (in cooperation with Vital Assurance) to determine New York State compliance with past FTA audit findings of these agencies. K&J worked alongside Vital Assurance to help NYSDOT PTSB address and close several NYCT and NFTA findings in order for NYS to apply for FTA State Safety Oversight Program certification.
