2013
1: Conduct a Bus Operator safety assessment within Jacksonville Transit Authority (JTA). The assessment will include review of security related policies, procedures and data.
2012
1: Develop and provide training classes for JTA employees on Improvised Explosive Device (IED) – Awareness Training.
2: Development of a multi-modal security program plan (SPP) for JTA which included bus operations, skyway (rail) and the paratransit operation
3: Provide a unique forum for System Security Awareness to JTA employees. Their training area was set up with several stations which consisted of training material, short power point presentations with facilitators to answer questions.

4: Assisted JTA in the development, administration and implementation of several tabletop exercises. Key objectives/accomplishments:
- Executed in general accordance with the guidelines established by the Federal Transit Administration (FTA)
- Documented in the JTA Security and Emergency Preparedness Plan (SEPP) and Emergency Operations Plan (EOP)
- Coordinated, moderated and evaluated the transit agency’s participation in the tabletop exercises according to direction provided by JTA
5: Updated the multiple System Safety Program Plans (SSPPs) and Security Program Plans (SPPs) currently in use by the JTA into a finished product containing one-SSPP and one-SPP manual. Key objectives/accomplishments:
- Included the roles and responsibilities of all Contracted Services used by JTA for provision of the Para-transit Program
- A safety and security compliance audit of each contractor to determine the current status of each contractor
- SSPP and SPP training for each division impacted by the revision and implementation of the updated plans
- Provided a separate revised SPP for the Skyway operations
2006
1: Developed and presented training sessions on Guidelines for Transit Emergencies for JTA employees
2: Developed and conducted an emergency incident tabletop exercise in general accordance with the guidelines established by the Federal Transit Administration (FTA)
- Developed, organized, and moderated the exercises in conjunction with key JTA’s staff sections
- Ensured compliance with all FRA, USDOT, FTA and other applicable Code of Federal Regulations (CFR), State and local ordinances and the transit agency’s policies and procedures
- Ensured all hazards associated with the exercise were appropriately identified, addressed and mitigated or eliminated before any persons, agencies or employees of the transit agency participated in the exercises
- Held debriefings with participants and stakeholders to critique the exercises and identify findings and recommendations to meet all previous requirements
- Generated an After Action Report (AAR). The AAR was reviewed and approved by the consulting staff and designated JTA’s personnel to document the briefing, and were distributed to all parties that JTA designated for distribution of the report
