Role in This Project:

K & J has been supporting GCRTA by providing safety and security certification support services as well as system safety, system security, safety engineering and emergency management consulting services.

2023 Planned Projects:

  • New vehicle procurement project for up to 50 light rail cars
  • Development of the Safety and Security Management Plan (SSMP)
  • Development of the safety and security section of the Project Management Plan (PMP)
  • Development of the Preliminary Hazard Analysis (PHA) to be completed after a car builder is selected:
    • West 117 Street Station Certification support
    • Warrensville/Van Aken Certification Support
    • Development of Design Criteria Conformance Checklist (DCCC)                 
    • Development of the Preliminary Hazard Analysis (PHA)
    • Development of the Certified Items List (CIL)

 

2022 Projects:

  • New vehicle procurement project for up to 50 light rail cars.  This is the first new railcar procurement for GCRTA in over 35 years.  The following activities are currently underway :
    • Completed Development of the Safety and Security Certification Plan (SSCP)
    • Completed Development of the Threat and Vulnerability Assessment (TVA)
    • Completed Development of the Design Criteria Conformance Checklist (DCCC)
  • K&J performed the “Project 66A2 New Railcar Fleet – Manual Block Operation – Cab Signal Bypass Risk Assessment Report” to access the feasibility of adopting a new mode of operation at increased speeds during Signal wayside and ATC carborne failures .  K&J provided six recommendations to the GCRTA to improve operational safety and reduce organizational risk.

2. K&J performed an Operational Hazard Analysis (OHA) of the signal system on the Green/Blue trunk lines and provided GCRTA management with 11 recommendations to aid the agency in further mitigating operational safety hazards associated with the legacy Signal System.

  • Identify any changes in the bus operational safety risks if Superior Avenue remains closed or re-opened as originally designed for bus only traffic
  • Identify any new safety risks for the Public Square common areas based on current conditions of the new square configuration
  • Identify any significant security vulnerabilities for Public Square as a whole that includes Part I and Part II crimes, quality of life violations, and potential terrorist threats development of a PHA for the reopening of Public Square to GCRTA Transit traffic and a Security Assessment to identify any significant security vulnerabilities for Public Square
